The purpose of this study is to ? through a discourse analysis ? examine how the parliamentary committee ? Ansvarskommittén ? legitimizes the need for merging administrative regions. The committee?s investigation is what underlies the present debate on regionalisation and the merging of regions in Sweden. To carry out this discourse analysis, I have used ?What?s the problem represented to be??, by Carol Lee Bacchi as an analytical framework.

This thesis investigates how crime prevention is represented with the aim of preventing and reducing youth crime in two crime prevention strategies for Croydon in England and Stockholm in Sweden for the period 2022-2026. The aim of this thesis is to contribute to increased knowledge and deeper understanding about how crime prevention is represented by prevailing discourse in policy documents against juvenile delinquency in Europe by conducting a comparative analysis. The study was conducted based on Carol Bacchi?s theory ?What?s the problem represented to be?. Three adapted questions from the WPR approach were translated to critically discourse-analytically examine two policy-oriented strategies against youth crime on local level in Croydon and Stockholm.

Detta är en uppsats vars syfte är att undersöka diskursen kring värnplikten och reda ut problematiseringar i debatten kring avvecklingen av den allmänna värnplikten. Detta görs genom att urskilja skillnader gällande problemrepresentationer i debatten mellan regeringen och oppositionen. Uppsatsen har sin utgångspunkt i ett diskursanalytiskt perspektiv och utifrån Carol Lee Bacchis diskursanalytiska frågor är tre forskningsfrågor konstruerade som ligger till grund för uppsatsen. ? Hur representeras problemet med den allmänna värnplikten? ? Vilka antaganden ligger till grund för denne representation? ? Vilka effekter produceras av denna problemrepresentation? I uppsatsen råder ett diskursanalytiskt angreppssätt men diskursanalysen skall inte endast ses som en metod för analys av data, utan diskursanalysen är en metodisk och teoretisk helhet.

This essays main focus will be on emergency shelters in disasters, and their understanding in gender awareness, by focusing on the way gender is constructed and seen. This dissertation will examine documents from Australian Red Cross and IASC (Inter Agency Standing Committee) in order to explore how they work with gender and shelter related issues. The objective is to examine and with help from these documents see how gender is constructed. The method and theory is based on Carol Bacchis; What?s the problem represented to be approach? Detta är en uppsats som genom diskursanalys undersöker hur den nyanlände invandrarens identitet konstrueras i samband med utformningen av etableringsreformen, en reform som trädde i kraft december 2010 med syftet att underlätta etableringen på den svenska arbetsmarknaden för vissa nyanlända invandrare, samt vilka konsekvenser denna identitetskonstruktion kan leda till. Den diskursanalytiska metod som ligger till grund för utformningen av analysen är Carol Lee Bacchis ?What?s the problem represented to be??, vilken fokuserar på hur ett politiskt problem framställs genom att studera vilka lösningar som föreslås. Efter en noggrann genomgång av ett antal policydokument som framställdes under processen som föranledde införandet av etableringsreformen framkom det att den nyanlände invandraren i den politiska diskursen implicit framställs som omotiverad och oförmögen till att träda in på den svenska arbetsmarknaden om inte staten ingriper med åtgärder och krav, samtidigt som det svenska civilsamhällets agerande lämnas oproblematiserat. De följder detta kan få är dels att de nyanlända invandrarnas tilltro till den egna kapaciteten försvagas och dels att det civila samhällets attityd gentemot dessa riskerar att försämras.

I denna uppsats används diskursanalys för att undersöka vad som framställs som problemet i jämställdhetspolitiken och vilka konsekvenser problemets framställning får för jämställdhetsarbetet och jämställdhetsintegrering som politisk åtgärd. Studien har gjorts i en lokal kontext genom att analysera Karlstad kommuns jämställdhetspolicy, två jämställdhetsplaner samt ett samordningsmöte för jämställdhetsfrågor. The aim of this study is to investigate the problematisation of the swedish railwaysector during the early 1990?s from a New public management-perspective. The method of approach is a ?What is the problem represented to be?-analysis as advocated by Carol Bacchi. By applying this method to the official investigation aimed at providing suggestions for increasing competition in the railway sector it has been shown that the process of deregulation has strong connections to the ideas and models suggested by the New public management-ideology of organisational theory. .

The debate surrounding the opinion polls of the political party Sverigedemokraterna, and later their results in the Swedish election has been evident. The purpose of the study is to investigate how norms of equal treatment in social work practice might be influenced by Sverigedemokraterna's understanding of culture, ethnicity, nationality and religion. The thesis is outlined through the works of Teun van Dijk and Ruth Wodak (2000) regarding racist discourse in politics, Giorel Curran (2004) explaining lesser established parties influence on the broader discourses and Anders Hellström and Tom Nilsson (2010) attempting to ideologically position Sverigedemokraterna. With the method for analyzing policy documents designed by Carol Bacchi (2009) the latest motions from Sverigedemokraterna has been analyzed. Bacchi?s theoretical framework, together with theory concerning the expression of modern racism of John Hodge (1999), Paul Gilroy (1999) and Bennedict Anderson (1996) amongst others has been used to create an understanding of the material.

To solvethe ?problems? they promote a nationalistic and a cultural racist discourse especiallypinpointing the ?Muslims? as being a problem.Since the Sweden democrats are striving to implement their discourse in the society andschool, and since their discourse already are reproduced by solar students in the classroom,I find it important to examine the essence of their particular discourse and contrast it withthe current value system of the Swedish schools.I don´t find the nationalistic and racist discourse of the Sweden democrats to correspond tothe value system of the Swedish school, mainly due to their strive to create alienation, andby labeling individuals in a reductive manner, instead of using apparent differences as asource for democratic discussions in the classroom.

This thesis uses the ?What's the problem?-approach developed by Carol LeeBacchi. This approach studies how the problem that a certain policy is supposedto take care of is represented. Each representation will rest upon certainassumptions and will accordingly support certain solutions while other solutionswill be considered less suitable to the problem as it is represented.The thesis therefore evaluates the competing problem representations forgender mainstreaming in Sweden. The theory chapter explores two developmentpossibilities for gender mainstreaming, based on diversity and deliberativedemocracy.

This essay is about the problematization of uneployment and unemployed in national policy documents of the years 1979 and 2007. The purpose of this essay is to illustrate and analyze the problematization of unemployment as a construction. My overall aim is investigating how the unemployed and unemployment are represented and constructed in the Swedish political debate the years of 1979/80 and 2006/07 by analyzing national policy document. The analysis will consist of questions about the problemrepresentaion made by unemployment and the unemployed, the assumptions behind this problematization and what kind of impact it could generate for the unemployed.  In this way, the study aims to investigate the changes that may have occurred in how unemployment is problematized in the Swedish policy documents and highlight citizenship conditions on the basis of labor market policy.

The aim of this study is to analyze how problems are represented within SOU 2008:27. Further more, the aim is to analyze how the new subject plan for history can bee seen as a product of this document. The method used, and the theoretical frame of the study, is based on Carol Lee Bacchi?s ?what´s the problem represented to be?? approach, which basic principle is that policies are filled with representations of problems and that these representations need to be examined. These problem representations are then themselves subject for scrutiny, the second step being an analysis of the texts presumptions and assumptions concerning view of man and perception of knowledge. The results show, among other things, that a problem representations can be found in the SOU; the school system is too vague and unclear.

The purpose of this essay is to analyze the democratic views in the two latest party platforms, belonging to the two Swedish political parties Vänsterpartiet and Sverigedemokraterna. This by applying Robert A. Dahl's democracy model, Polyarchy, and Carol Pateman's democratic Participatory model, on to the party platforms. By doing so, my hopes were to determine if the two political parties can classify themselves as democratic parties. The result shows that both Vänsterpartiet and Sverigedemokraterna meet the majority of the democratic demands created by Robert A.
